The EMB Regional Offices which include the National Capital Region were created by virtue Republic Act 8749 otherwise known as the Philippine Clear Act of 1999 which converted the EMB from a staff bureau to a line bureau.
EMB-NCR is mandated to implement policies and programs on environment and natural resources management to include the prevention and control of pollution from all sources in the Metro Manila region and make recommendations on the need for policy amendments and /or improvements.
It also aims to implement the mandate of the Philippine Environmental Impact Statement(EIS) system though the evaluation of application for the Environmental Compliance Certificates(ECC) of projects falling under its purview.
