QUALIFICATIONS:
- Graduate of a degree related to Construction (Civil Engineering, Mechanical Engineering, Electrical Engineering, Architecture)
- Licensed Civil Engineer / Mechanical Engineer / Electrical Engineer / Architect
- With COSH Training Certificate
- With at least three (3) years’ experience as Project Engineering or Operations Head or equivalent work experience
DUTIES AND RESPONSIBILITIES:
- Risk Management
- Ensures compliance to the approved safety, health and environmental requirements prescribed in the Environmental, Safety, and Health (ESH) plan
- Prepares contingency plan in coordination with the EHS Head and cost allocation by the Cost Management Group of Design & Engineering team
- Complies with applicable regulatory requirements. (DOLE, DOH, TESDA etc)
- Reviews and recommends revisions as necessary to the approved method statements for critical activities covered in line with the current site condition, required manpower and timeline identified. Analyzes and recommends solution that prevents recurrence and further loss on the project
- Ensures that the certification for operators (e.g. NCII) and equipment (e.g. Permit to Install (PTI) and Permit to Operate (PTO)) are updated and current through report of Safety Officer.
- Conducts daily site inspection to identify concerns relating to orderliness and upkeep of the site.
- Reports high impact issues with corresponding recommendation to Area Manager for approval and copy furnish EHS Head.
2. Quality Management
- Coordinates to the Quality Control (QC) Group for the preparation and review of the Quality Plan relating to the assigned project
- Manages and controls quality of assigned projects through:
- Manage clarification and changes in the design intent, when necessary, through Request for Approval (RFA) or Request for Information (RFI).
- Orient engineers on approved business process to strengthen awareness
- Identify ways to eliminate causes of unacceptable performance.
- Monitoring of project work results to determine compliance with the defined quality standard, requirements and specifications.
3. Construction Management
- Prepares the Project Execution Plan for review and endorsement to Construction Area Manager.
- Presents the Project Execution Plan as approved by the Construction Manager to PEP Committee.
- Provides information, high level analysis and strategies to meet milestone dates
- Prepares detailed Construction Schedule for integration to D&E for For Construction Drawing requirement and contract award timeline.
- Reviews and recommends for approval the Engineering, Procurement and Construction (EPC) Schedule
- Ensures timely request of manpower for recruitment by submitting Manpower Requisition Form (MRF) within the approved Service Level Agreement (SLA).
- Ensures timely request of equipment by submitting Request Validation Form (RVF) to Equipment Services Group (ESG) within the approved SLA.
- Conducts daily site inspections to monitor work progress.
- Collaborates with D&E Department, Purchasing Department and Project Planner for any update in the construction schedule on a weekly basis.
- Ensures incoming documents (FCD, Design Bulletin, Internal Memo and the like) are reviewed and cascaded.
- Represents the company in coordination/technical meetings with owners, construction managers, consultants, subcontractors, suppliers and LGU in coordination with the Legal group.
- Reviews project reports (accident/incident investigation, progress report, cost report, quality report, safety report and material inventory report) for accuracy and communicate them to all concerned in a timely manner.
- Leads the weekly meetings of project’s progress and concerns.
- Submits Project Closeout Report (methods, accounts, development of people and lesson learned) and present to Management as required.
- Turnovers to Post Construction Group and Quality Management Department
4. Resource Management
- Prepares staff briefing documents (KRA, Updated Project Execution Plan, FCD, methodologies) and facilitates orientation of subordinates in the scope of work.
- Assigns and monitors specific tasks and responsibilities to staff as indicated in the approved Job Description while making timely adjustments when required.
- Monitors and manages performance of subordinates by providing support to address areas for improvement and development (technical, behavior and supervisory) or endorse to HR for appropriate action when all efforts proved to be ineffective.
- Accomplishes employee performance appraisal according to schedule
- Controls and minimizes overtime.
- Monitors and manages manpower productivity.
- Monitors and manages materials, tools and equipment including fuel, oil and lubricant (FOL)
- Motivates and challenges the project team and subcontractors to complete the project satisfactorily at the earliest possible time and with the required safety and quality standards.
- Creates and facilitates a feedback loop once a month where team members can share insights and concerns
5. Subcontract Management
- Reads contracts and ensures strong familiarization with the stipulated conditions
- Conducts orientation of the subcon manpower in line with the contract and the expectations associated therein prior to mobilization.
- Enforces compliance to the contractual conditions.
- Reviews and approves billings endorsed by Project Engineering/Commercial Head in line with the actual progress on site based on inspection conducted.
- Enforces timely submission of the change orders and claims; monitors the status of payments until payment has been made based on agreed SLA.
- Reviews evaluation of Subcon performance quarterly.
- Closes account of contracts by initiating signing of quit claims 1 month from completion of work and timely submission of retention billing.
- Reviews change orders and claims endorsed by Project Engineering/Commercial Head, sign (Requested field) and endorses to Area Manager for sign off.
- Submits completion documents (occupancy permit, PTO of Elevator, Genset, transfer contract of water and electricity for common area) of the project to PMO.
6. Project Financials and Cost Management
- Identifies value-engineering and cost saving opportunities and proactively seek innovation to improve project completion time and financial results.
- Manages petty cash, revolving fund, etc. by ensuring timely processing based on agreed SLA.
- Monitors and controls project cost. Make move to improve revenue.
- Ensures materials inventory, wastage and scraps are kept within acceptable or minimum level.
- Ensures timely transfer of excess materials to Central Bodega.
- Ensures company assets are safeguarded from loss, damage, or theft by providing CCTV cameras at strategic location, set up Cartrack at project vehicle, adequate deployment of security personnel during set up of temporary facilities
7. Community Relations
- Develops good business relationship within the local community.
- Attends to project-related concerns affecting neighbors in coordination with the Community Relations Group.
